XenApp cmdlets are HERE!!!
This is still a CTP of sorts, but it is open to the public. These are high quality and I suggest you give them a try.

Any idea if, in the final release, they’ll install on an admin workstation as opposed to a server?
The answer I got was the cmdlets must be installed on a XenApp server. They plan to rely on Powershell remoting for the remote aspect of management.
I will see if I can get an official response and blog it.
